ICAC Membership

Internet Crimes Against Children (ICAC) is a nationwide program of 61 task forces funded by the United States Department of Justice, Office of Juvenile Justice and Deliquency Prevention. The MO ICAC Task Force is managed by the St. Charles County Police Department. Together these 61 Task Forces share investigative, technological and preventative information, resources and materials. 

 

A major component of the ICAC program is the work conducted in partnership with the National Center for Missing and Exploited Children (NCMEC) - specifically the CyberTipLine where anonymous CyberTips are received and NetSmartz to provide preventative education. 

Membership Requirements

To obtain Missouri ICAC or National ICAC Task Force investigative and/or training resources you must be a member of a MO ICAC Affiliate Agency. The Agencies are not required to dedicate a full-time employee to ICAC cases.

 

Membership in MO ICAC requires:

  • A signed Letter of Agreement (LOA)
  • Accept and investigate CyberTips from the National Center for Missing and Exploited Children (NCMEC) if one is resolved to your jurisdiction.
  • Report monthly statistics (performance measures) for all ICAC related cases to the regional task force commander in your area.

 

Investigation

 

      MO ICAC works with over 150 local law enforcement and prosecutorial agencies throughout the state, as well as working with the Missouri Attorney General’s Office, the Missouri State Highway Patrol, the United States Attorney of Eastern and Western District of Missouri, the Federal Bureau of Investigation, Immigration and Customs Enforcement and the United States Postal Inspection Service. 

 

     These Affiliate Agencies work together to investigate the exploitation of children through the use of the Internet or other digital technology.  MO ICAC provides technical assistance in the areas of investigations, legal process, forensics and training to affiliates and others in Missouri who need assistance in the area of online child exploitation.

 

Prevention

 

     Prevention activities are a critical component of the work being conducted by MO ICAC.   In partnership with the INOBTR organization and the NetSmartz campaign, prevention resources are available to DARE Officers, School Resource Officers, Crime Prevention Officers and others to conduct online safety presentations for their schools and community.
